Profiling ACO Success: What Drives High Performance in the Medicare Shared Savings Program?

Overview

It is important for any value-based organization to find the right levers that impact the greatest change for their populations, reduce unnecessary spending, and provide the highest quality of care. In order to better understand high savings and top performers in Medicare Shared Savings Program (MSSP), this analysis combines available performance results from the last three years (2017 - 2019) with cost, utilization, and quality metrics of each participating ACO and their respective savings per capita in the MSSP program.

Data Sources

The measure values leverage CareJourney’s access to the 100% Medicare fee-for-service claims database in partnership with CMS.

ACO savings, participation and demographic information sourced from CMS 2017 - 2019 Shared Savings Program Accountable Care Organizations (ACO) Public Use Files.

We align beneficiaries to an ACO from a patient roster provided directly from CMS and paired with our claims dataset.

The ACOs measured in this analysis were based on the following criteria:

  • Participating 2019 year MSSP organization (NextGen ACOs were excluded)
  • Active for the full year of 2019
  • ACOs were included regardless of program change to Pathways to Success in July 2019
